“People ask what CIM actually is. We are the contractors, suppliers and trades of this island sitting at one table — so the county hears one voice, so a kid from Baldwin can find an apprenticeship, and so the work stays with the people who live here.”

Our mission is simple: unify Maui's building community through advocacy, communication and education. Every dollar of dues goes back into that — testimony at the county, training at member rates, and scholarships for the next crew.

next generation.

Up to six awards of $10,000 minimum each — the 2026 class was awarded $20,000 apiece — for Maui County seniors graduating in spring 2027, heading to a degree program or straight into a trade.

Why we fund it Member-funded

Maui's hardest problem isn't work. It's people.

Crews retire, projects wait, and the kids who grew up here leave — because nobody showed them there is a career on this island. Our industry is short of qualified professionals and skilled craftworkers, and the fix is investing in graduates rooted in this community. We do not care whether that is a four-year degree or a set of tools.

The award carries the name of the late Bob Poulson, co-founder of Arita Poulson General Contracting and integral to the formation of CIM. It is funded entirely by direct member donations and the auction at the CIM Holiday Party, and every application is read by the Advisory Board itself.

Who can apply

Six things we look for

Winners are selected by the CIM Advisory Board — member-company owners who read every application themselves.
01 You live in Maui County Maui, Molokai or Lanai — residency in the county is required.
02 You graduate from a Maui County high school Graduating in spring 2027. Students already in a qualifying collegiate program may also be considered.
03 A 4-year or 2-year degree program Architecture, Engineering (civil, structural, electrical, mechanical), Construction Management, Construction Engineering, Landscape Architecture, Interior Design or similar.
04 — or a trade school program Carpentry, Masonry, Welding, Plumbing, Mechanical/HVAC, Electrical or similar. Weighted exactly the same as a degree.
05 You are enrolled, or have applied Enrolment confirmation, or a copy of your submitted application, at the time you apply here.
06 Demonstrated financial need Optional, and weighted. Send your FAFSA, other scholarships awarded or applied for, and any pertinent financial information — candidates with demonstrated need are considered first.

We help shape the public policy that reaches your jobsite — giving testimony on bills, county ordinances and budget changes, and offering constructive alternatives rather than objections. We work directly with legislators, council members and the Mayor so the industry is represented accurately.

CIM testifies on county permitting reform

Bill 74 changes how commercial submittals are reviewed. Here's what we told the council, and what it means for your next job.

On Tuesday our chair gave testimony on behalf of the industry. The short version: we support a single intake point, and we want the review clock to start on submittal, not on assignment. “Permit delay is the biggest cost our members can't price.” Members can read the full written testimony below. If the change affects a job you have in review, tell us — the board tracks cases quarterly with the Mayor's office.
